You can  use MRTG  for bandwidth monitoring. It works well with  Linux.
It is available on www.mrtg.org  . Hope this will server your purpose

Hello Everybody

Does anybody know any application for bandwidth monitoring. We have
installed a Linux Server which is Live on the Internet and we have planning
to have this as a live Mail Server and webserver. Since we have group
companies we plan to put atleast 2 - 3 domains on this server. Also we plan
to have proxy on the same machine.

But my immediate problem is the Bandwidth Controlling, What i want to do is
allocate certain amount of bandwidth to each domain and services.

Can anybody help me.
