Debian is as free as you want it to be. There is offcourse non-free package tree and several key packages are part of it. In case of debian comparing it to other distros, there is a critical eye for licensing issues.
Knoppix has java for staters, which by RMS, VRMS, would be considered non-free Knoppix is less strict on the LICENSING issue than debian is.
