Also, some of the ISPs disallow DNS lookup queries from IPs not lying in 
their IP pools. You won't be able to resolve host names in such a scenario.

You can always choose DNS Servers which allows querying. Managed to get reponse 
from TATA DNS servers 203.124.250.100 and 203.124.250.21 using reliance/icenet 
ISP.

Generally ISP to ISP connection should be good. Very unlikely that reponse will 
be visibly poor unless your internet connection is inherently poor.
