I'll take a leap of faith and believe that the ADSL "physical layer"
is OK if the modem reports it is connected.  IMO, the problem is in the
link layer of the stack - either the userid/passwd is getting mangled or
the authentication server @ MTNL is hiccuping.  Need a MTNL engineer to
capture the frames and determine what the problem is.
