Yes it can. The simplest method would be to copy your BSNL configuration in /etc/ppp/peers/ to a new file (say, Airtel) then manually edit it and change the parameters to match the Airtel connection. There may be GUI methods of doing this too, but being a command-line type of person this was what I found most convenient. BTW, all DSL modems supplied in India tend to have the same default IP address (192.168.1.1). If you have two on the same network you will need to change the IP address of one of them.
