Hey Rony, OpenOffice 3.1.0 is available for Ubuntu 8.04 in the Personal Package Archives (PPA) courtesy "OpenOffice.org Scribblers". Follow this guide:

The PPA page (https://launchpad.net/~openoffice-pkgs/+archive/ppa) clearly states that there are packages available for hardy. Probably the added those packages later on.
