Apparently these people offer a Java client: http://www.dynamsoft.com/Products/SAW_Overview.aspx?gclid=CM_B7OmrqZsCFdFL5QodTEP6Ag While I've never used VSS, I've heard some very negative things about it, including things like repository corruption, locked checkouts, etc. Apparently even M$ don't eat their own dog food - from what I've heard, they do not use VSS internally. While I'm sure you've heard all this before, if your organization insists on using commercial SCC products, Perforce is a great multiplatform option at a very reasonable price.
