Can you also try and check if you are connected to the internet,
and tcp/80 traffic is allowed, and/or you dont _require_ a proxy to 
connect to tcp/80 port,
as it seems that you are able to resolve the address but not able to 
reach it.

You can also try

sudo apt-get update

then

sudo apt-get install apache2
