What does that even mean? Even if you build the whole shebang from
scratch, it is still licensed, since the various open-source licenses
(GPL/LGPL, Apache, Mozilla, BSD...) are valid, enforceable licenses.

I think you mean "...you need to have a supported OS" - in which case,
it is sufficient to support it in-house and not rely on third-party
vendors & support providers. Linux allows banks to follow this path
(and I believe HSBC actually does this).
