1. Ask your service provider on how to install on your linux box. In case
you are using Ubuntu, just connect your 3g data-card and fill in the
connection information. 2. That will setup your card. Now, make sure that
you are connected to the internet using this 3g connection.
3. Next, use a sip software like Skype to make the the call.
Or, if the target phone has Skype installed, then you can make free
Skype-to-Skype calls from your desktop to this target phone.

Skype is available for many phones, excluding Blackberry.
I believe, the OP wants to know how to use the 3G modem as a cell phone for making / receiving calls.
