Traditionally on powerpc servers PREEMPT_NONE was used, but these days multiple distros are building with PREEMPT_VOLUNTARY - Ubuntu, Fedora & CentOS all enable it.
So update the upstream config to reflect that, and get test coverage before code hits the distros.
