[PATCH v2 4/9] base: soc: rename and export soc_device_get_machine()

[Bartosz Golaszewski]

Some SoC drivers reimplement the functionality of
soc_device_get_machine(). Make this function accessible through the
sys_soc.h header and rename it to a more descriptive name.
