Try this instead:

fred.s >>>
        .text
        .align 2
        li      0,0
        addi    0,0,0
<<<

or #include something like "ppc_asm.tmpl" (in the Linux  kernel  tree
as arch/ppc/kernel/ppc_asm.tmpl)
