Hm.  I had assumed that the master was supposed to switch
automatically, but reading the pdf again, it appears to place the
control of the change in interval into the downstream node.

I would have guessed that in a carefully engineered system (like what
they are talking about here), the initial convergence time would be
known in advance and statically configured at the master.  However,
that is not what this spec. says.

So it looks like we will need the signaling option after all.
