I understand Richard wants to release version 4.
There are some bug fixes left there.
The power profile patch is already merged in master.

And the new POWER_PROFILE_SETTINGS_NP management TLV (you can query and set
by using the pmc tool).

I do not remember seeing dependence of that kind.
But you can read IEEE C37 238 of 2011 or 2017.
Or simply try yourself.
As I did not try using it myself, I can not answer for sure.
