Hi,

The leap file from IETF was removed.
Seems ftp.nist.gov is no longer available.
And I could not find "leap-seconds.list" on nist.gov
I did find the information in web page:
https://www.nist.gov/pml/time-and-frequency-division/time-realization/leap-seconds

Perhaps we should remove these obsolete URLs?
