But you said that you are running a different kernel (32/64 bit), and
so this is one variable to check.

This 35 second difference is the current TAI-UTC offset. You should
make sure that your PTP clock is initialized with the TAI timescale,
if you want to run as a grand master clock.

(But this has nothing to do with the time jump that you are seeing.)
