All the nodes report the same grandmasterIdentity. I guess that one of your BCs is introducing the currentUtcOffsetValid flag, as Jake said. You can sniff the announce messages between BC1 and BC2 to find out who is at fault. Maybe the BCs are also NTP cleints and therefore feel that they know the correct offset?
