Sorry for the long wait but I didn't get a chance to try your suggestion
until this morning.

I disabled my firewall on both machines. The results are shown below.

    sudo iptables -L -n

    Chain INPUT (policy ACCEPT)
    Chain FORWARD (policy ACCEPT)
    Chain OUTPUT (policy ACCEPT)

The UDP messages still show up via tcpdump but the slave ptp4l instance is
not picking up offsets.
