I think this is a similar question to the one that was posted on the
list today. To measure accuracy of a clock, one needs a more accurate
reference clock.

In virtual machines that could be a real NIC provided with PCI
passthrough, or it could be the system clock of the host that is
synchronized with HW timestamping and is available to the guest as a
virtual PTP clock. In KVM that is possible with the ptp_kvm driver.
