If class and priority (and everything else) are equal, then the lower
clock ID wins.  If both GMs are on the same network, then one of them
must enter the PS_PASSIVE state.

However, this has nothing to do with PS_UNCALIBRATED.  The client
remains in PS_UNCALIBRATED until it completes a path/peer delay
measurement.  You should investigate why this does not happen.
