If your SRIOV VF driver is capable of reporting a PHC clock device, it
should work. I have not personally seen hardware or software that does
so, but I don't see why it wouldn't be in theory.

In this case, you would create a VF, assign it to a VM, and inside the
VM you could run ptp4l on that VF ethernet device.
