Jake, I agree that the slave is not performing the adjustment properly. Late last week the vendor has indicated that that is how it works and is not available to pursue the matter anymore and was not willing to answer further questions. I was hoping at this point to verify what correct operation of the linuxptp stack is. It sounds like from your answer correct operation is to jump to the correct time exactly and not just the whole seconds part of the time. Thank you for your help.

My best guess is that whatever software is running that slave device does not perform the adjustment properly.
