I agree that the slave is not performing the adjustment properly.  Late last 
week the vendor has indicated that that is how it works and is not available to 
pursue the matter anymore and was not willing to answer further questions.  I 
was hoping at this point to verify what correct operation of the linuxptp stack 
is.  It sounds like from your answer correct operation is to jump to the 
correct time exactly and not just the whole seconds part of the time.  Thank 
you for your help.

The time adjustment occurs on the slave, not on the master. My best
guess is that whatever software is running that slave device does not
perform the adjustment properly.

If that device is not using a common open source driver, there is really
nothing further we can help you with here. Best I can say is: contact
the vendor and hopefully they can help. Good luck!
