After a PPS event, the ts2phc program needs to determine the ToD of that event. It does so by reading the PHC time immediately after the detection of PPS event and computing the nearest whole second to the given PHC time. IMO it is reasonable to expect the system to allow that read operation to occur within under 1/2 second from the PPS event. So I don't think changes to ts2phc are needed.
