If you want to see the raw offset value, you should turn
'summary_interval' down, in ptp4l.conf,
when summary_interval - sync_interval <= 0, the stats output raw
measurement value instead of
rms value.

Usually you don't need to do this, if your gm writes TAI timestamp and
UTC offset (and perhaps UTC valid flag) correctly.
The protocol stack will automatically process the offset between phc
and your system.
