There are several tools that turn off the touchpad (i.e., for when you
are typing). Also, X will ALWAYS turn off the touchpad when you swap
away to a terminal. This is so that gpm and other such programs can
use the device. This is normal. It should turn back on when you swap
back to X though.

I will say that TouchpadOff being equal to 1 use to turn the touchpad
off, however, this doesn't work for some reason now.
