Not exactly as you want (I tried to create a composition lasting for 6372 years 
with a single hum-sound), but I really don't understand the question. You could 
have samples of length 0 - no pcm data - or of length 
[size-of-your-harddisk/sample-resulotion]...has nothing to do with it's roots 
in New York's Hip Hop scene...and to totally confuse you: there are devices out 
there (like the MPC2500 or MPC5000), that automatically chop sample into single 
samples by either cutting them at equal length...or at points of interest (like 
from first non-silent pcm data  with a treshold of -60 db). And they take speed 
(BPM) into consideration and even can speed up without pitch shift...which goes 
far beyond any «time relation». With a resolution of 1 MIDI Tick (a quarter 
note has lots of ticks) you can calculate necessary sample lengths for rhythmic 
ones and correlate it with your speed (in BPM) to find out, how long a sample 
has to be.

All other samples (voice or synth samples) can be as long as you want and way 
more: you can define a release (how long will the sound stay, when key is 
released), a mono synth mode (next note kills previous one, not all can do 
this)...what about aftertouch (while holding the key pressed and changing 
pressure without releasing the key)...it's absolutely beyond the concept of 
«sample duration».
