This was driven by Martin's request in this bug: 354116: Align feature versions to 0.8.1 (for those < 1.0.0) https://bugs.eclipse.org/bugs/show_bug.cgi?id=354116 Maybe you're right, though, that it's a bad idea to do this for 0.8.1 and we should instead do it for 0.9.0.
