This was years ago and I only blocked incoming smtp. i didn't want to stop people from viewing my web site. I just didn't want the SPAM. The list was generated from by pulling the IP info from SPAM. The decision to block was based on the number of SPAM received from an IP. Once the list was generated it was numerically sorted and simplified. It was obvious who the problems were. The highest amount i ever got was close to 6500 in a 30 day period. Generally averaging about 5000 a month. I switched to Postini and now I get 2-3 a month. However I do have about 3-4 false positives a day.
