You can build a simple app to do this with CodeIgniter, CakePHP or Symfony. They are great frameworks. But you might also want to look into some type of document management system or content management system like Alfresco. I don't think they have an rss feed of items added to the repo. but with Alfresco, you can upload and download items using webdav.
