I for one am willing to host an unmoderated off-topic list. Open or closed. Either undar a domain I already own or one that I or someone else could buy for the specific purpose. I could host such a list either inside or outside of the United States of America. I understand fully the difference between a publisher and common carrier, and as a webhosting provider I have certain protections under the Digital Millenium Copyright Act. And I have years of experience in list hosting; about ten years or so ago I had a small list- hosting business.
