Well for one, dont use your ISP's dns servers. There are a few other 'open'
dns servers out there.
a.gtld-servers.net - m.gtld-servers.net, slow, but they work.
Now if they are messing with your port 53 packets, well thats just f'ed up.
But there are ways around that.
I my self use opendns.com

They only way my ISP is going to limit me, is to limit direct connections to
'bad' IP's.
