You really should know how to program.  The more you know, the better you
will be, IMO.  Understand other peoples' code, modify it, write your own.
You really can't get by with using other peoples tools all the time, IMO; at
least, you will want to automate the process now and again.

It also helps to keep up on security updates, issues, warning.  Just because
a security issue is reported does not mean everyone does the update ;-).
Much of hacking is tedious trial and error, figuring out how to break
whatever it is you are working against.  If you don't like this, get a real
job.  It is just as difficult, if not more so, when trying to fix a problem
in comparison to finding or cause them.

To provide a direct response to your question,
what is it you want to hack exactly?
What are you starting out with?
Are you using window$, a Linux installation, an ipad or are you running
Gnacktrack/Backtrack to do this h4xx0ring?
Do you want to hack window$, Linux, or OSX?
Wifi and bluetooth hacking, rfid and other hardware hacking, locksports and
other physical security?
a cool LED array...?
