Here is a great howto for setting up Festival for all your text to
speech needs on ubuntu.

You can installed Festival and mbrola using apt and the Ubuntu
repositories, even with 64bit ubuntu.  The version of Festival in the
howto is 1.95, and for karmic it is 1.96beta.  The repo version of
Festival might be different for those using 10.04 or higher.    With
Festival 1.96beta, the instructions work fine; all the voices
installed correctly and work pretty well. Caveat: I links for the
festvox_us#.tar.gz files were dead, so I found these:
