You need to make sure that the kernel is loading the fglrx module.  Without
that X can't communicate with the ATI card properly.

At the command prompt type:
$lsmod |grep fglrx

If that gives you a listing, you're in business.  If not, try typing:
$sudo modprobe fglrx

Then seeing if X will start using the fglrx driver again.

If that it the case, you may need to add the driver to your manual list of
modules to load.
