nope, no need to reload X.  I haven't ever used setxkbmap, but it sounds
perfect for what you're doing. xmodmap will load a new keymap on the fly.
I've used it to play with a dvorak keyboard (without getting a dvorak), by
mapping the command asdf to xmodmap /../dvorak.map and mapping aoeu to
/../qwerty.map (aoeu on dvorak is the same as asdf on qwerty).

So, no special feat; but it does let you tweak the options on the command
line until you get what you're looking for (although; it sounds like you're
covered with your setxkbmap and hitting alt to switch is nice and easy)
