Not sure about the GNOME Power Manager issue, but you need to follow the directions for the package management problem. From a prompt, do 'sudo su' and put your password in. After that, do 'dpkg --configure -a' and that should fix the issue. Once that is done, type 'apt-get update; apt-get dist-upgrade' and that should update those 69 packages and any others that have been released.
