Apart from the unix file-level permissions, Apache (and most other web
servers) have a configuration-level set of permissions.  The fault most
likely lies within

a) a parent directory's permissions (the whole tree must be set up with
proper permissions)
b) in the web server's configuration files (<Directory> tags for apache)
c) in a local folder configuration (.htaccess file for apache)

Can you post relevant lines from the server's error log and/or access log?
