KDE 4.3 has been around for awhile. It is an improvement on KDE 4.2. But as someone previously posted we can't tell him how unless he tells us what distribution he is using. I am using 4.3 in Ubuntu 9.10 and can help with that distribution.
My first source of knowledge for something like this is to use the search engines. I would only turn to a forum if I could not find what I needed elsewhere.
