Well, there are actually a lot of ways - the DBA could be selling the
space to some third party in an illicit scheme, somebody could have
grabbed the passwords necessary to put up the site, foreign.gov.tt might
itself be an illegitimate website, just a front for something else...
I'd avoid the entire site, if I were you.
