Scott might have worded his statements differently and I think he might have
meant that you can have full NTFS support (read, write) via NTFS-3G. Any
recent distro - Ubuntu, Debian, Fedora, CentOS, RedHat, Gentoo - and other
distros derived from them have support for the installation of NTFS-3G so
that you can read write to your NTFS partition.

Depending on your distro, you can use apt-get, aptitude, synaptic, yum,
urpmi, emerge  to install the ntfs-3g package. Once it's installed you're
all set.

If you mean, you want to install Linux on an NTFS partition, sadly no. Linux
need to be installed onto a Linux partition (eg. ext3, ext4, reiserfs,
etc..)
