I believe that LXDE, XFCE and KDE have the menu button at the bottom by default. Xubuntu may have its button at the top. I am not sure how widespread this practice is. Only GNOME has its menu button at the top by default, but then it confuses things by having two panels (which is a waste of space IMO). First thing that I do in GNOME is delete the bottom panel. If I want a second panel I use AWN which is the same in GNOME, XFCE or KDE. It saves time to have one consistent panel for users of multiple desktop environments, like me.
However, I am a KDE user who moves my menu bar to the top. It keeps things consistent. Then there is the issue of Canonical moving buttons on GNOME. I have moved them back to the usual right hand position, again for consistency with other desktops and distributions. It is good to change things up as long as you can change things back if you don't like it. Linux is all about choice and we are fortunate to have so much. You can't get enough of a good thing. Each desktop environment has its place and its following. Sometimes we get passionate in our advocacy and tread on the feelings of others whether intentional or accidental. I like KDE best, but that does not mean that GNOME is without merit. XFCE is great but is losing its appeal because it is becoming bloated. LXDE and Openbox are replacing it as the low end desktop environment. My reasons for choosing KDE is that it provides the user with the most choice. Little is fixed and almost everything can be changed to suit the needs of the user. Some people like this while others do not. They like to keep it simple. Who is to say what is right? Not me. Choice is subjective. We choose something because it appeals to us, but that does not make it of universal appeal. I say, move your panels around and have some fun!
