I am vouche for Mint 9 (64-bit) since I have it installed on server at
home. This server is rsync backup server. I use it to backup my PVR
computer. I use etherwake to wake it up to do nightly backups. So
although I can't comment on the HAL changes, I can say for certain that WOL
works on this distro version. I had previously installed Ubuntu v10.10 on
this server but WOL did not work. This is main reason why I switched to
Mint 9, I needed WOL to work because I didn't want the server to be running
unnecessarily and wasting electricity.
