Yes Ubuntu has an upgrade utility. It autoruns in the notification
area (sys tray in Windows-speak) and if you hover over it, it will
tell you how many updates there are. You can ignore it or open it as
you choose. You can also do updates and upgrades from Synaptic or the
commandline. Synaptic is the GUI frontend for apt which installs and
removes packages (like RPMdrake is the frontend for urpmi in
Mandriva).

The big difference between Ubuntu and Mandriva in package management
is that Ubuntu is Debian based and Mandriva is RPM based.

Ubuntu deb --> apt-get --> Synaptic or Software Centre
Mandriva rpm --> urpmi --> RPMdrake in Mandriva Control Centre

Debian based systems have far more packages available and in Ubuntu
you can add outside or third party repositories of which there are
several, plus you can add PPAs or personal package archives of which
there are many. The sky is the limit.
