I have experienced this in Firefox 3.6.15 in Ubuntu 10.04, but not with the scroll arrow. Rather, if I am at the top of a long web page, e.g. a search result from Google images[1], and I click once in the lower scroll bar track [2] (the area between the scroll bar and the down scroll arrow), the page scrolls endlessly until the scroll bar meets the down scroll arrow. I only have experienced this in Firefox and not in any other application.
