Unless it is a phone it is the rule of thumb that you are most efficient by doing only what is needed. Less work means less energy required. On the software side of things you want to make sure that there's only programs running you need to run. But it is the hardware that limits you the most. What parts are most efficient is obscured with marketing. That translates into extensive research into things with limited documentation. The idler would simply look for energy star rated parts. The truly lazy will buy a netbook or nettop.
