The first question is very easy:

1. There are two options in /etc/dhcpd.conf.

option domain-name "example.com";
option domain-name-servers 192.168.0.254, 192.168.0.253;

Here you can specify your domain name and DNS servers ip. 
So when ever a m/c boots it will get an IP from your DHCP server
then DHCP server will tell where your DNS server is running. Now
your DNS server should have entries for revers dns lookup 
i.e. PTR records (IP to name HOSTNAME entries).
