comment out following from /etc/squid/squid.conf

cache_dir
cache_size
cache_mem
But I won't recommend to disable cache in squid. Without caching your squid 
performance will be very slow.
Try put some other dns entires in resolv.conf, i would say try vsnl dns 
server
202.54.1.18 and 30 , they are very reliable and i have used them for years 
now.
