Hi Rishi,
            As per my knowledge, I don't think gnu/linux can assign static 
memory to any process [ Correct me if wrong ], but yes, nice priority can be 
assigned to the process. For static memory allocation, program should be 
written in such a way that, upon process start or first client request, binary 
will allocate certain amount of memory in order to serve that request. I think 
you can restrict memory usage [ & many other ] using limits [ 
/etc/security/limits.conf ] on per user level.
           If you found any other & better way, do share with us.
