Long time no post :-) You can use sftp. Install cygwin[1] on your windows desktop and schedule an sftp get on the windows box. You need sftp because it runs on port 22 and is secure. If your audit policy allow you to use normal ftp (port 21), then no need to install cygwin. Alternatively, you can install an SSH server on your windows box and schedule an sftp put on your linux box.
